When it comes to all the documents on file, the principle of purpose limitation is important. According to the GDPR, health data such as medical reports or diagnoses generally may not be processed in the electronic file.

According to a market analysis and vendor evaluation published in 2026 by Stephan Boehnke HR Consulting & Training, there is no one-size-fits-all answer to the question of which is the best digital personnel file system: There is no single, universally best solution; rather, there is a suitable solution category for every company profile, as we explained in detail in an earlier guide. The choice depends less on individual features than on the existing IT architecture, the HR organizational structure, and the company’s level of digitization. The white paper examined a total of 16 providers—ten standalone solutions and six integrated solutions linked to core HR or ERP systems—based on seven criteria:

  • Functionality
  • Integrations and Interfaces
  • Implementation Effort
  • Effort during ongoing operations
  • Operating Models
  • Usability
  • Target Customer Group

The white paper offers specific recommendations, particularly for large companies and corporations that use SAP as their primary system: If everything is to remain within the SAP stack, SAP-native or SAP-integrated solutions such as TopFlow or Centric are suitable. If the focus is on globally scalable HR processes, SAP SuccessFactors in combination with OpenText is recommended. If document automation is the primary need, Aconso is mentioned.
